Straight away Aaron Van Poucke, Alexey Kurbatov and Gotzon Martín go on the attack, while Alexis Gougeard chases them down. The four put more than 2 minutes into the peloton, but is has fallen to half a minute when the riders enter the city circuit in Valencia.
The attackers are brought back with 11 kilometres remaining and Dylan Groenewegen powers to his first 2019 victory in the ensuing sprint. It is extremely close though, as the Dutchman, Alexander Kristoff and Matteo Trentin are separated by centimetres.
Ion Izagirre seals the GC win ahead of last year champion Alejandro Valverde and Pello Bilbao.
